The global order is shifting from one shaped by globalization and efficiency to one defined by fragmentation, strategic competition, and the return of state power. Europe can no longer afford to treat security, industrial capacity, and technological leadership as separate questions. This panel will explore what Europe must do to be ready for a more contested world: rebuild hard power, scale its defense and industrial base, mobilize capital, and pursue a more strategic industrial policy to remain competitive, resilient, and sovereign. The panel will take place on the main stage.
